5 - Asking for a certificate

Please note that, according to the legislation in force, it is mandatory to self-certify to Italian Public Administrations the possession of qualifications obtained in Italy or the fact that you are enrolled in a University and that they cannot require original certificates.

Without prejudice to immigration rules, University issues stamped certificates which may be used exclusively between private parties. 

You may apply for certificates only if you are up-to-date with your university fees.

For each and every certificate and request you are required to make a virtual payment for a 16.00 euros tax stamp.

 

  1. Fill the form “Request for a certificate”
    • select one of the certificates: what you would normally need should be
      • “001 Enrolment” if you’re still attending the course (for example to apply for your residence papers)
      • “005 Graduation with final grade and exams” if you’ve already achieved the title;
    • in the first two columns on the left specify how many certificates you need (up to five for each request) and the language;
    • in the last column on the right please specify exactly the country you will be using each certificate in (if you use it abroad all signatures must be hand written and the type of legalisation depends on the country; issuing this kind of certificate can take an average of two weeks);
  2. Scan the form and send it from the email address provided by the university (or send it from your personal email with a scan of your passport if you got your title before September 2021) to simona.faccia@uniupo.it;
  3. Later (it could take up to a week) log in to the page “online services” with your login details and you will find the new charge for the online payment for the tax stamps (one stamp for the request and one for each certificate):
    • The required way to pay for them is to use your Italian bank account or a credit card to pay online;
    • Email a copy of the payment to simona.faccia@uniupo.it;
  4. If the certificate is used in Italy it will be emailed to you;
  5. if you use it abroad it would be your responsibility to pick up the certificate at the office in Alessandria (Palazzo Borsalino, via Cavour, 84; arrange for the appointment at least a week in advance by email) and then go to the Prefettura of Alessandria to obtain the legalisation (signatures are only deposited in Alessandria so other Prefectures will not be able to authenticate the document; check when the Prefettura of Alessandria is open to the public);
  6. If you are unable to come personally to get your certificate(s) you may send a person of trust with your written proxy (signed by you) and a photocopy of your ID document; they should have the photocopy of their document as well.
  7. Only in the cases of exemption expressly specified by current legislation (D.P.R. 642/1972 and other specific provisions of law) it is possible to issue certificates without the need for tax stamps. In those cases, no tax is due for the request either.

 

SELF-CERTIFICATIONS replace the certificates without the need to submit the actual certificate later when it is to be presented to a public authority (PA) or a public service operator. The public administration has an obligation to accept them, reserving the possibility of control and verification where there is reasonable doubt as to the truthfulness of the content; in that case, the PA itself will request confirmation from the other PA. Being a statement that you make, there’s no need for any tax stamp.

To print it you must:

  1. access your personal page at “online services”;
  2. Select from the top right MENU > Segreteria > Autodichiarazioni;
  3. choose the type of self-declaration you need and print it;
  4. write the date and sign before handing it over.
