To officially qualify as a social worker and specialist social worker, it is necessary to register with the Association of Social Workers of the region where you reside. The law allows this enrolment subject to passing the State Exam at the level related to your degree / master's degree.
Section A) of the Professional Register for Specialist Social Workers
Requirements: Specialisation Degree (Class 57 / S), Master's Degree (Class LM-87) or Degree obtained according to the previous education system with regard to social work courses; Social Workers enrolled on the register, in accordance with the previous legislation, for at least 5 years from the introduction of the regulation referred to in presidential decree no. 325/2001 and who have performed the functions referred to in article 20, paragraph 2 (pursuant to article 22, paragraph 3 of the aforementioned Presidential Decree) for at least 5 years.
Section B) of the Professional Register for Social Workers
Requirements: Degree awarded on the basis of the system introduced in implementation of article 17, paragraph 95, of law no.127 of 15 May 1997 and subsequent amendments (Classes 6 and L-39); University Diploma in Social Work.

How to present the application |
Enrolment takes place on-line: operative instructions. Warning! Applications must be presented within the deadlines by graduates and those will graduate by the date of the exam. The applications, complete with receipt of payment and copy of fiscal code, along with the completed internship file (for Section A and for Section B), by the deadlines above must be sent to these email addresses: mariarosa.conti@uniupo.it e paolo.paiuzzi@uniupo.it The date of sending the questions by email will prevail, which must respect the mandatory deadline, and no shipment or paper delivery is necessary. Those who have not yet graduated must also attach to the aforementioned email a substitute declaration of certification pursuant to art. 46 of Presidential Decree 445/2000 (Form 036) stating that they have submitted an application to graduate and the University in question, also specifying the date |

Taking the test, general information

Specifically, the Board stated:
- considering that the oral tests are public, candidates may attend the tests of all the other candidates, subject to the obligation that at least two candidates, who have or have not already taken the test, must remain online as witness to the exam. Consequently, those who are connected during the examination phase of a candidate will act as witnesses at the same time. The President will explain the operating procedures at the beginning of each day
- the link to the Meet video session will be sent to the email address of each candidate at least one hour in advance
- after logging in and before starting the session, the Admin Officer in the candidates via presentation of an identity document which must be the same as that attached to the application for participation in the State Exams
- at the end of the examination, the Board dismisses the candidate and witnesses in order to meet to define the outcome of the test; at the end of the meeting, the Chair then calls the candidate and the witnesses back to communicate orally the test result which will be recorded in a specific report
- the final vote will be expressed in a mark out of 50, with a minimum of 30 to pass the test
- as regards the candidates for Section A, it is highlighted that:

Dr Francesca Quaranta is already registered in Section B) of the Professional Register of Piedmont with number 3875/B as of 12.3.2022
Dr. Eleonora Siciliano is already registered in Section B) of the Professional Register of Piedmont with number 3802/B as of 6.8.2021
With reference to the three candidates for Section A) mentioned above, in the cases where tests should have been carried out in person, they have been exempted from the second written test as confirmed by MIUR on 26.2.2019; - the Commission, before the start of the tests and in the light of the above information regarding three of the four candidates for Section A), the Board has decided not to consider topics that would have been typical of the second written test to be evaluated (evaluation analysis of a case of planning and management of social services; discussion and formulation of plans or programmes for the achievement of strategic objectives defined by the examining board), defining a rough order of the contents of the questions themselves starting from the examination of internship experiences and then passing :
- with reference to the exam contents for Section A), to verify the preparation on theoretical notions and methods of planning, organisation and management of social services; Research methodology in social services and policies; Methodology of evaluative analysis and supervision of social assistance services and policies; Social legislation; Professional ethics
- with reference to the exam contents for Section B), to verify the preparation on theoretical and applicative aspects of the disciplines of social work; principles, foundations, methods, professional techniques of social work, of the detection and treatment of situations of social hardship; principles of social policy; principles and methods of organization and provision of social services; analysis, discussion and formulation of solution proposals of a case proposed by the commission on the theoretical and applicative aspects of the disciplines of the social service area; principles, foundations, methods, professional techniques of social work, of the detection and treatment of situations of social hardship; legislation and professional ethics; critical examination of the activity carried out during the professional internship
- Candidates of both sections may not consult any book of any type.
The Board also highlights that:
- tests will not be recorded but transcripts will be made of questions that will be gradually set to each candidate
- candidates must complete the oral test in viva voce mode (not with headphones or earbuds
- regarding the version of the Code of Ethics used in assessment and evaulation, reference must be made to the new version.
Shared rules for candidates of Section A) and B)
- The test for each Section of the Register will be a single session, in the form of an oral test held online
- The test will focus on all the subjects listed in the specific regulations and must be able to ascertain the acquisition of the skills, notions and skills required
- Those who do not qualify at the end of the first session will be able to take the tests in the second session of the same year subject to a second payment of the fee and better specified on the application form, which must be duly completed and which, regarding the attachments, must include the documentation already attached to the previous application. This procedure is the same for those who applied to participate in the first session but were absent; in this case, however, the payments made to participate in the first session will be held valid.
Candidates who will graduate after the deadline for submitting applications but within the deadline set by the individual universities on the Degree Calendar and by the date of the single test, are required to submit the application within the prescribed deadline in compliance with the same procedures established for all other candidates, and attaching a declaration pursuant to Presidential Decree 445/2000 (self-certification) showing that they have submitted the application to graduate
- Those who do not attend the 1st session will be able to take the test by submitting a new application for the second session; the original payment will be considered valid for the 2nd session.
- The contributions paid are not refundable under any circumstances.
Further information will be provided after the preliminary meeting of the Board, which will be held after the deadline for submission of applications to participate in the State Exams, as indicated above for each session.

Sample papers/questions of the 2016/2017/2018/2019 sessions are available in the Attachments section of this page. The year 2020, due to the COVID-19 emergency, meant that the exam consisted of a single oral test, consequently there are no papers to be published.

Announcement: STATE EXAM FOR SOCIAL WORKERS – CERTIFICATIONS OF QUALIFICATION UP TO AND INCLUDING 2018
Interested parties are advised that certificates of state exam qualification are ready for collection

What to bring:
- receipt of payment of the regional qualification tax (for the amount to be paid, inquire in advance at the Organisation for the Right to Higher Education of the Region where the qualification that allowed access to the State Exams was obtained; for Piedmont, see the following link), without which it will NOT be possible to collect the certificate
- re-presentation of the provisional replacement certificate of the qualification certificate that may have been previously withdrawn or, alternatively, a declaration of non-possession of the replacement provisional certificate, otherwise no collection will be possible;
- 1 stamp duty adhesive for an amount equal to Euro 16.00 or an amount equal to the current value.
If it is not possible to come in person, it will be necessary to select a suitable proxy who presents copies of valid identity documents of both the delegating party and the delegate; IN NO EVENT can certificates be sent by courier or any other method than delivery by hand.
